Syed Monowar Hussain is a veteran inland waterways and maritime transport specialist from Bangladesh with over four decades of professional experience in the public and private sectors, as well as in international consultancy. Holding a Master’s degree in Port Management and Harbor Administration from the University of Antwerp, Belgium, and a Post Graduate Diploma in Personnel Management from the Bangladesh Institute of Management, he has an extensive academic and professional foundation in transport management and administration. His career includes a long tenure at the Bangladesh Inland Water Transport Authority (1984–2011), where he served in senior roles such as Secretary, Director, and Joint Director, overseeing navigation safety, port operations, and policy implementation. Since then, he has served as Team Leader, Expert, and Consultant for leading organizations including the Asian Development Bank, CUTS International (India), CEGIS, IWM, IMDC (Belgium), WAPCOS (India), Mott MacDonald Euroconsult, and I Maritime Consultancy (India). His work spans traffic and navigation studies, infrastructure planning, institutional capacity building, cross-border inland water transport projects, and coordination of complex multi-country assignments in Bangladesh, India, Bhutan, and Nepal. Widely traveled for study tours and professional exchanges in Europe, North America, and Asia, he is recognized for his strategic vision, stakeholder engagement skills, and deep technical expertise in inland waterway transport systems. Proficient in both Bengali and English, he brings a blend of policy insight, operational leadership, and hands-on project experience to deliver sustainable water transport solutions.

Md. Fazlur Rahman

Consultant (Hydrography)

Md. Fazlur Rahman is a highly experienced Bangladeshi professional specializing in inland waterways, hydrography, maritime operations, and disaster preparedness, with over three decades of expertise in the Bangladesh Inland Water Transport Authority (BIWTA) and various consultancy roles. He holds an M.Sc. and B.Sc. (Hons) in Mathematics from Dhaka University and has undertaken extensive national and international training in hydrographic surveying, maritime rescue, disaster management, and oceanography. His career spans leadership roles such as Additional Director (Marine), Joint Director (Salvage), and Deputy Director in BIWTA, where he managed vessel operations, salvage missions, hydrographic surveys, and navigational safety. More recently, he has served as a consultant for projects involving port inventory mapping, traffic analysis, inland waterway reclassification, and infrastructure planning, working with organizations like Confirm Dynamic Limited, the Institute of Water Modeling, and Development Design Consultants Limited. Fluent in Bengali and English, with basic Japanese proficiency, Md. Fazlur Rahman combines technical expertise, operational leadership, and strong stakeholder engagement skills to deliver sustainable water transport solutions and support national and international development initiatives.

 

Muhammad Rafiqul Alam (Rubel)

Muhammad Rafiqul Alam is the Project Director at DAFODIL Response Center, leading operations and strategic initiatives for a state-of-the-art OMNI Channel Contact & BPO Center. He also serves as Joint Director for Cloud & Software at DAFFODIL International University, driving cloud computing and AI integration. Previously, he was Assistant General Manager (IT & MIS) at AREX Dyeing & Printing (2017-2023) and Deputy Director (IT & Web) at DAFFODIL International University. Alam has also led IT operations at DOEL GROUP and began his career in software development at REPHCO Pharmaceuticals Ltd., creating critical pharmaceutical software.
